DATE: Gennaio 2019 - Marzo 2022
PROJECT: ENERGY SEVINGS PERFORMANCE CONTRACT (ESPC) CONTRACT FOR THE INSTALLATION AND MAINTENANCE OF 07 ENERGY CONSERVATION MEASURES (ECM) - AT NAS I – NAS II, WEAPONS, SIGONELLA, SICILY, ITALY.
CLIENT: Siemens Government Technologies, Inc., SIEMENS S.p.A.
BUDGET AMOUNT: $ 18.345.751,00
SECTOR: Non disponibile
WeDB supported the construction management for the articulated ESPC site at Sigonella through the professional figures of QCM (Quality Control Manager) and SSHO (Site Safety Health Officers) essential for the execution of works within the NAVY aerospace bases.
The contracted works are divided into seven macro-categories distinguished by technological types of efficiency upgrades to be installed and plant categories involved.
Each of them, in turn, affected multiple buildings on the military base (as summarized within the outline), and therefore the execution of work was contracted to multiple firms to ensure on-time delivery.
TECHNOLOGY CATEGORY | INTERVENTION DESCRIPTION | No. BUILDINGS OR FACILITIES |
---|---|---|
ECM 01 | Replacement of Existing Boilers with High Efficiency Boilers | Boiler units of 4 buildings |
ECM 03 | Expansion of Controls and Sequences of Operation of Existing Energy Management Control System (EMCS) | 8 buildings |
ECM 04 | Expansion of Controls and Sequences of Operation of Existing EMCS Systems | 4 buildings |
ECM 05 | Lighting System Upgrades and Controls |
|
ECM 08 | Motor Replacement | 85 motors (related to pumps, AHU, BEF) 14 buildings |
ECM 10 | Distributed Generation | Trigeneration plant |
ECM 11 | Renewable Energy Systems: Photovoltaic System Installation | 3 3 photovoltaic systems (with related steel structures construction) |
The team, in particular, followed all the stages of testing of steel structures and verification for commissioning of the systems with regard to ECM 01, ECM 03, ECM 05, ECM 08, ECM 11, as well as the drafting of all the stringent documentation required for the closure of works.
As part of the lighting intervention, WeDB also handled the project verification and followed all the complex steps, both from a technical and safety point of view, for the replacement of the floodlights in the sports field placed on poles with a height of 20 meters.
At the same time, WeDB managed all the necessary site steps for the replacement of the refrigeration systems provided within the contract of ECM 04, as well as the installation of the trigeneration plant, interacting effectively with the numerous professional figures and technicians of each individual company involved.
In particular, the latter involved the construction of major concrete foundation structures, as well as the installation of numerous equipment including: the gas connection plant and piping and related INAIL safety systems, the 263KWe internal combustion engine with dry coolers, 237 kWf absorber, 626 kWt evaporative tower and a hydronic system including two heat exchangers, 8 pumps and fluid chemical control systems.
